Sveriges indelning

In English

The Three Administrative Levels

Sweden is administratively divided into three levels: the state, regions, and municipalities. This three-tiered structure ensures that public services can be delivered efficiently at the appropriate level. The state is responsible for national issues, the regions handle things like healthcare, and the municipalities take care of local services such as schools and care.

Historical Provinces and Countries

Historically, Sweden was divided into provinces – such as Skåne, Dalarna, and Lappland. Today, provinces lack official administrative function but are used culturally and in everyday language. There are 25 provinces. The administrative division is instead made via counties, of which there are 21.

The 21 Counties of the Country

Each county is led by a county administrative board, which is the government's extended arm at the regional level. The county administrative board manages supervision, crisis preparedness, environmental issues, and animal protection. At the head of the county administrative board is a governor appointed by the government. Stockholm County is the most populous, with about 2.5 million inhabitants.

Regions

Since 2019, Sweden is divided into 21 regions, which geographically coincide with the counties but have elected councils. The regions are primarily responsible for healthcare and regional public transportation as well as regional development. Residents elect their regional politicians every four years in regional elections.

Municipalities

Sweden has 290 municipalities, ranging from Stockholm with about 980,000 inhabitants to Bjurholm in Västernorrland with just over 2,000. The municipalities handle schools, preschools, elderly care, social services, water and sewage, and fire services. The municipal council is the highest decision-making body and is elected in municipal elections.

Major Cities and Urban Areas

Sweden has three metropolitan regions: Stockholm, Gothenburg, and Malmö. Stockholm is the country's capital and the Nordic financial center. Gothenburg is Sweden's second-largest city and an important port city. Malmö, which is connected to Copenhagen via the Öresund Bridge (opened in 2000), is the hub of the Öresund Region.

Practical Context

If you are going to move, apply for building permits, or need childcare or home care, you turn to your municipality. If you need specialist care, you contact your region. Government supervision and county matters are handled by the county administrative board. Understanding which authority is responsible for what is central to the Swedish system.
